That's one for charter schools

Suburban school officials never have cared much for charter public schools, viewing them mostly as interlopers who siphon cash off from a district's other schools.

That resentment, plus a relatively high level of parent satisfaction with existing public schools, has combined to make charter schools about as scarce as hen's teeth (for non-rural types, they don't have any).

But a new report from the widely respected Civic Federation concludes that charter schools do not unduly burden the district from which they derive both students and funding.

That won't convince all the skeptics, but it is a statement of support for charters from a reputable source.
