State funds eliminated for park improvements
Addison Park District has great plans to modernize and enhance the outdoor athletic features of Community Park. These plans were to be implemented in 2011, with the aid of a 50/50 matching grant provided by the state of Illinois's Open Space Lands Acquisition and Development (OSLAD) program.
In January of 2011, the Addison Park District learned that it was a top finalist for an $800,000 grant. In March, Governor Quinn enacted his “interfund” borrowing powers to take $23 Million from the OSLAD fund, leaving Addison and other communities around the state without the means to make significant improvements within their communities.
Renovation plans for Addison's Community Park include features such as baseball field and football field improvements including better drainage and water management, the installation of safety fencing around backstops and between baseball fields, the modernization of playground equipment to become compliant with the Americans with Disabilities Act, expanding and improving the walking path, in addition to other features. All of these improvements were possible with the anticipated $800,000 OSLAD grant.
The OSLAD grant is a benefit available to local government agencies including park districts through the Illinois Department of Natural Resources (IDNR). These funds are generated by non-General Revenue Fund (non-GFR) dollars dedicated through the state's Real Estate Transfer Tax. If the funds are not restored immediately, IDNR will not have the money to fulfill any grant requests within Illinois.
The Addison Park District is asking concerned residents of Addison to get involved. Your voice is needed to send a message to Governor Quinn and state legislators via a petition available on the park district's website. Addison residents are asked to have friends and neighbors sign the petition and send it to: Office of the Governor, 207 State House, Springfield, IL 62706.
