The sun begins to set on a community carnival in Elgin Thursday for kids who completed the Gail Borden summer reading program. The event was organized by the Gail Borden Public Library, U-46, the Elgin Public Museum and the LWV of the Elgin Area. Over 3000 kids met the goals set for summer reading.
