Yellow Rice with Vegetables

1/2 cup olive oil5 garlic cloves, minced 1/2 cup (total) diced red, yellow and green bell peppers1 tablespoon paprika, sweet or smoked2 cups long-grain rice1 cup water2 cans (10 to 11 ounces each) beef or chicken broth2 cups mixed frozen vegetables1 teaspoon salt10 stems cilantro, whole Heat olive oil in pan over low heat and add garlic, bell peppers and paprika, about 1 minute. Increase temperature to high and add rice. Brown rice, stirring often.Add broth, water, vegetables and salt. Mix and add cilantro stems. Reduce to medium heat and simmer 10 minutes.
