Carol Stream names new police chief

Carol Stream leaders didn't need a search firm to tell them what they already knew: The village's next police chief already was in their ranks.

On Tuesday they made it official and swore-in Deputy Chief Kevin Orr for the top job. Orr has served as acting chief since former Chief Rick Willing retired in October.

"I am excited about the opportunity," Orr said hours before the swearing-in ceremony. "I am looking forward to leading a fine group of people."

Village Manager Joseph Breinig appointed Orr after consulting with Village President Frank Saverino and the board. The village didn't conduct a formal search.

Breinig said he's "perfectly comfortable" standing by the decision to appoint Orr.

"Kevin's an excellent choice," he said. "He will be a great police chief and will be a credit to the department as he has been in the past."

Joining the department in 1988 as a patrol officer, Orr quickly climbed through the ranks. He was appointed deputy chief in June 2007.

Breinig said Orr has an "exemplary record," including winning the Village Employee of the Year award. He also received extensive training and has a master's degree.

"He certainly has the background," Breinig said.

Orr said it's an honor to have village leaders demonstrate their confidence by appointing him without a search.

He said he's hoping to build on what previous chiefs have established and "add my mark in some way."

Still, there are obstacles to overcome. Breinig said the biggest challenge will be keeping police operations at the same level despite the economic downturn.

"We've really had to do more with the same number of people," Breinig said. "So we're kind of just plugging along like a lot of communities. But at the same time, we're a police department that's been recognized and received awards and is seen as a leader in traffic safety."

For example, the village's plans to increase the number of patrol zones to six from five have been put on hold by the economy.

"The challenge will be to try to keep as energized and engaged as we have in the past while the money may not be as plentiful," Breinig said.

Orr said his main goal is to make the department "a stronger organization." In the meantime, he said, he feels comfortable in Carol Stream

"I know how things work here," he said. "I think it's a great community; It's tight-knit. People come out and support each other."
