Should U-46 be a model district?

The Daily Herald congratulated Superintendent Jose Torres of Elgin Area School District U-46, who was named to a high-powered Department of Education commission looking at equity and excellence in education. According to schooldigger.com, U-46 ranks 615 of 833 school districts in Illinois. Enough said.
