Wheaton man arrested on child porn charges

A 47-year-old Wheaton man has been charged with manufacturing child pornography, the FBI announced Friday.

David Tank, 47, of 1006 North President St., was arrested Thursday morning at an apartment in Bloomingdale that he shared with another individual and Tank's alleged 8-year-old female victim.

Tank, who is a registered sex offender in Wheaton, was identified by the FBI's Innocent Images Task Force as a possible distributor of child pornography over the Internet.

A Thursday morning search of the Bloomingdale apartment in the 200 block of Regency Drive found numerous videos of a young girl engaged in sexually explicit activity stored on the external hard drive of a personal computer that was in the residence.

FBI officials said their investigation identified the minor depicted in the videos as the 8-year old who lives in the apartment.

Images of the adult male, who also was depicted in some of the videos, were determined to be Tank.

Bloomingdale police Deputy Chief Frank Giammarese said officers are "appalled by the case."

"Unfortunately, because Tank was registered as a sex offender in another town, we did not even know he was spending time in our community," Giammarese said.

Bloomingdale police did not have any previous contacts with Tank.

"It's an unfortunate situation all the way around," Giammarese said.

Tank appeared before Magistrate Judge Geraldine Soat Brown Thursday in Chicago and was ordered held without bond, pending his next scheduled court appearance. He will be housed at the Metropolitan Correctional Center in Chicago.

If convicted of the charges, Tank faces a mandatory minimum sentence of 15 years to a maximum of 30 years, with a possible 10-year enhancement for committing the acts as a registered sex offender.
