  Ken Phillips, of St. Charles walks his five foster/rescue dogs along Indiana Street Wednesday, December 6, 2023 in St. Charles. As long as the weather cooperates, Phillips, who is retired, can often be seen walking with his well-behaved pack in the neighborhood by Thompson Middle School in St. Charles. "I like it. It's so beneficial," Phillips says of his daily adventures with Claire, Sam, Max, Kate, and Ted. He attaches the leashes to a contraption that he made from a construction hammer holder strapped to his belt and carabiners. The St. Charles man has been fostering dogs for the past eight years.   The former Kerr-McGee factory site Wednesday, November 8, 2023 in West Chicago. The city of West Chicago has approved a master plan to turn the former Kerr-McGee site into a community park. The initial phase of establishing a natural planting area is expected to commence in one to two years, and should be completed prior to the full remediation of the site. Once the full remediation has been completed, the balance of the property will be turned over to the City for further improvements as funding allows. Subsequent phases will encompass the installation of amenities, including trails, parking lots, a sensory garden, a playground, a challenge course, a pickleball and tennis court, picnic pavilions and shelters, as well as a multiuse field.
