Man wanted in fatal Hanover Park crash turns himself in

A 19-year-old Streamwood man wanted on a $1 million warrant in connection with a January crash in Hanover Park that killed a 35-year-old Carol Stream man and severely injured his 12-year-old son turned himself in to authorities late Tuesday.

Jonathan Franco, 19, of the 800 block of Garden Circle, is charged with aggravated driving under the influence of drugs and reckless homicide. DuPage County Judge Robert Miller reduced Franco's bail from $1 million to $300,000 during a Wednesday morning hearing.

DuPage court records indicate Franco was "under the influence of cannabis and while acting in reckless manner performed acts likely to cause the death of or great bodily harm to another" just before 7:30 a.m. Jan. 12.

Prosecutors say Franco was speeding north on County Farm Road just north of Lawrence Avenue when his silver Subaru Impreza crossed over the double yellow line into the southbound lanes. He then struck a southbound red Kia Soul driven by Jason Moore, killing Moore and severely injuring his son.

Moore was pronounced dead at St. Alexius Medical Center in Hoffman Estates. His son and Franco also suffered multiple injuries in the crash and were taken to hospitals.

The Cook County medical examiner's office determined Moore died as a result of multiple blunt-force injuries.

"(Franco's) decision to get behind the wheel of a car while he was allegedly impaired by THC in his system proved to be fatal," DuPage County State's Attorney Robert Berlin said in a written statement. "As with DUI cases involving alcohol, cases in which the defendant allegedly has THC in their system are 100% avoidable. The lesson is clear, if you have any substance in your system that may impair your ability to operate a vehicle, don't get behind the wheel."

Franco's arraignment is scheduled for May 23.
