Carol Stream woman sentenced to probation in W. Chicago hit-and-run

A Carol Stream woman on Wednesday pleaded guilty to hit-and-run accident in West Chicago and was sentenced to two years of probation.

Kim H. Phan, 58, originally was charged with felony failure to report an accident involving personal injury. On Wednesday, she pleaded guilty to the misdemeanor charge of failure to provide information or render aid after an accident.

Prosecutors said a witness found the victim screaming for help in a ditch around 11:40 p.m. on Sept. 3, 2014, at the intersection of Fair Oaks Road and Trieste Lane.

The victim had just exited her vehicle, prosecutors said, when Phan's vehicle hit the victim and left the scene.

Phan, who does not speak English, continued on to work, where she told her supervisor she thought she hit someone, prosecutors said. The supervisor, along with relatives Phan contacted, helped make arrangements for her to turn herself in the next day.

Prosecutors said the victim agreed with Judge John Kinsella's sentence of two years of conditional discharge, 100 hours of community service and restitution of $33,000.

The victim suffered a broken hip and broken femur and spent several weeks recuperating in the hospital.

Phan's driver's license will be suspended for three to six months.
