Schaumburg's Capital Improvement Plan invests in roads, bike paths and continued development of 90 North
The village of Schaumburg is proposing a $217 million multi-year Capital Improvement Plan. The plan includes $66 million in improvements slated for the fiscal year that begins May 1, 2023.
The Capital Improvement Plan (CIP) is a comprehensive plan that sets the direction and priorities for the village's capital improvement projects and associated funding for the next five years. The CIP is updated annually and represents the village's commitment to sustaining its roadways, infrastructure, and community facilities. The plan is expected to be approved by the village board at its Jan. 10, 2023, meeting.
As in previous years, the plan reinforces the village's continued commitment to improving infrastructure and securing grant funding to minimize the burden on taxpayers. The village anticipates securing $53 million in grant funding, leaving $164 million to be funded through local sources. The largest portion of the plan ($127 million or 58%) is dedicated to roadway improvements followed by $42 million (19%) for water/sewer improvements.
The plan anticipates spending approximately $8 million annually to improve residential streets. In FY 2023/24, the village will allocate an additional $1.8 million in Motor Fuel Tax funds to reconstruct commercial and industrial streets. The 2023 street improvement program will be available on the village's website in the spring.
The village continues to seek federal grants for roadway projects to reduce the use of local funds. Of the $18 million that is budgeted for FY 2023/24, the village anticipates securing $7.6 million in grants. Significant construction projects for the upcoming fiscal year include:
• Bode Road (Barrington to Springinsguth)
• National Parkway (Higgins to Woodfield)
• Springinsguth Road (Bode to Schaumburg)
• Rodenburg Road (Irving Park to village limits)
• National Parkway (Golf to American)
"Maintaining the village's infrastructure has always been a priority because this is a key component of what makes Schaumburg such a great place," said village President Tom Dailly. "It is important to have good infrastructure to provide the kind of environment where businesses want to be, residents want to live, and people want to visit."
The plan allocates $18.8 million for water, storm sewer, sanitary sewer, and utility improvements. This will include rehabilitating the 55-year-old Walnut Lane lift station and replacement of several culverts to improve the village's storm sewer system. The village received a grant to reduce the local share of a $1.5 million culvert improvement project on Springinsguth Road to just $171,000. This joint project with the village of Hanover Park will address flooding and reduce erosion near Atcher Park.
Based on community input shared by the Schaumburg Park District that indicates residents value walking and biking trails, the village is proposing $2.6 million in bikeway improvements over the 5-year plan. Projects include the construction of the Meacham Road Bike Path (from Higgins Road to American Lane), Golf Road Bike Path (from Roosevelt Boulevard to Meacham Road), and a new bike path at Volkening Lake to connect Schaumburg High School. Additionally, the village is budgeting $600,000 in FY 2023/24 for resurfacing and reconstruction of existing bike paths.
The capital plan continues to support the redevelopment of the 90 North District with $9.8 million budgeted in FY 2023/24 for several infrastructure and regionally significant projects. Projects include continued construction of 90 North Park and construction of the adjacent shared street project that will allow for expanded programming at 90 North Park.
