Can't enforce rule to curb climate chaos?

The debate on your opinion page stimulated this about the Paris Climate Accord.

Their aim is for a maximum of 1.5 degree Celsius increase in global average temperature which would avoid the worst of climate chaos possible. Yet the means agreed to pursue this aim could allow an increase of about 2.7 to 4 degrees Celsius, which would lead to the deaths of hundreds of millions or more people.

Even these goals and methods of achieving them are not legally binding or enforceable. Ironically there was plenty of support to make the goals and rules of the TPP trade deal enforceable and legally binding. Under it and other trade deals corporations could sue a country for lost potential profit income if an environmental rule were to impede its corporate profits.

Interesting that we can find the will to enforce a trade rule that creates profit for corporations even if it hurts people and their environment but not to enforce a rule that would prevent global climate chaos, a catastrophe that could even end human life on earth. Who do our representatives actually represent? Are they sane?

(For more info I do not just consult the U.S. "liberal media," 90 percent of which is owned by six conservative corporations. I also look for a real progressive news source, like www.democracynow.org.)
