Concerns abound for high-end Campton Hills rehab center

Discussion this week on a proposal to convert a former school for boys into a residential drug and alcohol treatment center and then annex it into Campton Hills has been continued to October.

An engineering report on the water/sewer system at the former Glenwood School for Boys, 41W400 Silver Glen Road, and a report from the fire protection district are still needed before the plan commission makes any recommendation on the proposed Kiva Recovery Center.

The village board has the final say on the facility, which would employ 36 people by the end of 2013 and contain 96 beds, if approved.

The average stay for those recovering from alcohol or drug addiction would be between 30 to 60 days and the cost for a 30-day stay would be $30,000, according to the village’s website.

“Kiva Recovery’s target clients include a range of professionals including executives, lawyers, physicians and other individuals who can afford the highest quality treatment in a private and confidential setting,” according to the village’s website. “Kiva Recovery also plans to serve professionals from the first-responder segment who will have separate rate structures for their treatment.”

Some residents are concerned about the project at the 120-acre site, saying the rehabilitation center would hurt the village’s image and have a negative impact on property values. Others at the plan commission hearing worried about the types of people who would be housed at the facility, and if the facility would place additional burdens on police and fire protection.

According to the village, Kiva would commit to perimeter fencing of the area, a state-of-the-art security system, signage one-half mile from the entrance, and the group would “pay for its share of any such services (for police and fire) which exceeds threshold levels.”

The plan commission began consideration of the plan in August and held a lengthy meeting Monday before continuing the matter and seeking more information.

The plan commission will next consider the plan at 6:30 p.m. Oct. 15 or Oct. 22 at the Congregational United Church of Christ, 40W451 Fox Mill Blvd., Campton Hills. The precise date has not been finalized.
