No foul play suspected

A Naperville man who died early Saturday after being found on the bank of the DuPage River was intoxicated, police say. There were no signs of foul play. David Aleman, 57, was found by kayakers about 4:30 p.m. Feb. 27 on the river bank near the 1800 block of South Washington Street just blocks from his home. He was taken to Edward Hospital but died early the next morning of the effects of hypothermia, according to Cmdr. Dave Hoffman. The DuPage County Coroner's office said toxicology and pathology reports are pending.

Finance director leaving

Oak Brook Finance Director Darrell Langlois will resign on March 13 after 15 years with the village. He will become finance director and assistant village manager of Hinsdale. Some of his major accomplishments in Oak Brook include preparing the village's five-year financial plan, managing two village-wide computer conversions and overseeing the financing of four major building projects.

Roselle water rate increase

Roselle residents will see a water rate increase reflected in their February statements. The increase from $3.40 per 1,000 gallons to $3.60 per 1,000 gallons was approved last fall and went into effect Jan. 1. Village officials say a 20-cent increase was necessary to balance the 2009 budget, since fund balances are now at reserve levels. In addition, officials said Roselle's ongoing upgrades to water distribution and sewer collection systems made it necessary to increase the capital improvement surcharge from $1.55 per 1,000 gallons to $1.80 per 1,000 gallons. This increase also went into effect Jan. 1 and is reflected in February statements. It will pay for new bonds issued last year for the new Devlin Plant equalization tank.
