Elburn moves on plant expansion

The village of Elburn took another step toward the expansion of its wastewater treatment plant by submitting an application to the Chicago Metropolitan Agency for Planning or CMAP.

As part of the application process, village leaders at a Monday committee meeting determined that Kirk Homes and Sho-Deen Construction, which are proposing two separate residential developments in Elburn, will finance the construction of the plant's expansion.

Once the expansion is complete, the village would be responsible for its operation.

Earlier this month, Algonquin-based Lintech Engineering, which recently completed a facilities planning study of the wastewater treatment plant, presented plans that would add 120 acres to the village. These plans were also submitted to CMAP as part of their application.

"It says we intend to service this area in the future and this area will become future Elburn," said Village President James Willey at an earlier village board meeting.

Elburn's wastewater treatment plant capacity is currently 12,660 people per day.

Lintech has recommended to village leaders that the plant be expanded to accommodate 25,000 people per day in the first phase. That would serve the additional people from residential developments being proposed by Kirk and Sho-Deen, and future commercial projects as well.

The first phase would cost approximately $14 million, and would include new treatment tanks and buildings at the plant.

However, Elburn's application to CMAP is only one of the very first steps in the wastewater treatment plant's expansion.

"It does not approve the development, it starts the process," said Elburn Village Administrator David Morrison.

The resolution regarding financing of the wastewater treatment plant will be considered by the village board at its next meeting.
