Palatine OKs extended water main across Harper College easement to serve industrial development

Palatine village council members this week approved a trio of agreements that will allow improvements to the Southwest Water System to proceed, benefiting future developments along the Algonquin corridor including a new 28-acre industrial development near Harper College.

The village council voted Monday to authorize the village manager to execute an agreement for construction engineering services with Baxter and Woodman for up to $88,000 for the project, which will involve extending approximately 3,450 lineal feet of 10-inch water main.

The council also approved an intergovernmental agreement with Harper College for an easement enabling the installation of the water main along the Algonquin Road and Roselle Road frontages.

Under the agreement, the village will accept ownership of 150 feet of existing water main currently owned by Harper from the connection on the west side of Roselle Road up to the center of Kris Howard Drive in exchange for the easement.

Finally, the council tapped Bolder Contractors of Cary to do the work for nearly $1.1 million.

"Extending the water system in the area near Harper College has been in our multiyear plan for a while," Public Works Director Matthew Barry said. "We did approach Harper earlier this year about an easement necessary to accommodate the extension that would happen on the Roselle and Algonquin frontages in areas where very limited right-of-way remains that is not already occupied with existing utilities."

The improvement will serve the 28-acre industrial property at 975 W. Algonquin Road, which is scheduled for completion next year.

Logistics Property Company, LLC (LPC), an industrial real estate developer, investor and manager, is developing a 368,000-square-foot logistics facility located at Algonquin Road and College Drive on land that was a portion of St. Michael the Archangel Catholic Cemetery and Mausoleum. The cemetery, which totals about 300 acres, was annexed by Palatine in September 2020.

The Palatine 90 Logistics Center will offer up to 60 dock positions and 70 trailer stalls.

Funding sources will include the village's water fund and a $100,000 rebate from the Northwest Water Commission. Barry said LPC will also help fund the project in excess of $35,000 so it can accommodate the timeline of the development, which expects a February delivery.

Barry added that without Harper's cooperation and assistance, "This is something that likely would not be able to proceed."
