You can't legislate good behavior

If one has not been raised with a moral compass or had the benefit of learning about integrity and honesty from their family or had the blessing from an outside source, there is no assigned class, i.e. for the politicians or others in power in Washington - or anywhere - that will change the behavior of those who feel they are above whatever moral or legal law he/she encounters. These are exercises in futility unless someone sincerely wishes to change because of his/her decision rather than what is legislated.
