Christopher B. Burke Engineering promotes 3 long-serving employees
Christopher B. Burke Engineering, Ltd. (CBBEL) has promoted three long-serving employees to assistant department heads: Bryan Welch, PE and Lee Fell, PE have been promoted as Assistant Department Heads of the Civil Design Department and Ilene Dailey, PE, CFM has been promoted to Assistant Department Head of the Drainage Department.

ASCE, and president of CBBEL. "Their combined 72 years of experience make them a real asset to our firm and we're fortunate to have them on our team."
Ilene Dailey, PE, CFM
Dailey, who lives in St. Charles, joined CBBEL in 1989 and has extensive civil engineering and project management experience. She has completed projects with the Illinois Department of Transportation, Illinois Tollway, Lake County Department of Transportation, Lake County Forest Preserve and Kane County Department of Transportation.
Dailey has served as CBBEL Project Manager in municipalities across Illinois, including drainage projects in Barrington, Shorewood, West Dundee, Plano and Warrenville. She has also worked on such high-profile projects as the I-90 Reconstruction at Elgin Plaza and the proposed Illiana Expressway.
Dailey is a member of the American Council of Engineering Companies, serving on the Tollway Committee; the American Society of Civil Engineers; and the Illinois Association for Floodplain and Stormwater Management, where she is a member of the Rapid Assistance Flood Team. Dailey earned a B.S. in civil engineering from Purdue University in 1982.
Bryan Welch, PE
Welch, who lives in Wheaton, joined CBBEL in 2006 as project manager. He has vast experience in municipal engineering and managing complex multidisciplinary civil engineering projects. Welch serves as village engineer for the Village of Shorewood in Will County, where he has managed numerous roadway, storm sewer and water main projects.
Welch also served as project manager for the Northside Sewer Separation Project in the Village of River Forest, which received a national 2017 Project of the Year Award from the American Public Works Association. The watershed project was designed to improve water quality in the Des Plaines River basin and reduce flooding and sewer backups by separating storm and sanitary flows in the northern portion of the Village.
Welch is a member of the American Public Works Association and the American Society of Civil Engineers. He earned a B.S. in civil engineering from the University of Illinois at Urbana-Champaign in 2001.
Lee Fell, PE
Fell, who lives in Lincolnshire, interned at CBBEL in the summer of 1994 before joining the firm full time in 1995. He is the lead contact for design projects in Algonquin, Clarendon Hills, Darien, Harwood Heights, Oak Lawn and Zion and serves as the Village Engineer for the Villages of Deer Park, Hawthorn Woods and the City of Highwood.
His designs of roadway improvements, water mains, stormwater management systems and bicycle paths span Chicago and its suburbs. Fell also served as Project Manager for the renovation of the Lincoln Park Zoo's iconic South Pond, improving water quality by adding native vegetation, introducing interactive elements along the pond and adding a boardwalk for ease of access.
Fell is a member of the American Society of Civil Engineers, where he formerly served as chair and vice chair of the Urban Planning and Development Group. He earned a B.S. in civil engineering from Purdue University in 1994.
