Confused on Syrian refugee situation

I'm more than a bit confused by the news regarding refugees from Syria. On the one hand, we hear that there is a need to resettle 10,000 in the US this year and perhaps 100,000 more over the coming years, not to mention helping the hundreds of thousands in Europe.

On the other hand, we hear it said over and over that the strategy to defeat ISIS and remove the current dictatorship in Syria is working and that the civil war there will soon be over. If the war will soon be over, shouldn't the strategy be to temporarily house the refugees near their home so they can go back to their home to rebuild their country after the war?

In my mind, if the war is about to be won, the approach to helping the refugees is wrong. If the approach to helping the refugees is right, it has to be because we expect this war to be lost. As I said, I'm confused.
