Technicality forces revote on ex-Mt. Prospect manager's separation agreement

Forced by a legal requirement to take another vote, the Mount Prospect village board reaffirmed its decision to part company with longtime Village Manager Michael Janonis.

Last week, the board voted 3-2 to approve the separation agreement with Janonis, who had steered the village for more than 20 years.

But according to the village code, "any motion creating any liability against the village" would require a "majority of those then holding office" - that is, four votes.

Trustee Richard Rogers was absent for last week's vote because of a prior commitment, while Mayor Arlene Juracek did not vote.

At a special meeting held Tuesday, though, there was no doubt about the board's decision.

Rogers voted in favor, and Juracek also cast a vote in favor, making it 5-2, with Trustees A. John Korn and Michael Zadel sticking to the no votes they cast last week.

There was no discussion of the matter among the board members.

Rogers said afterward, "I think Mike has done a fantastic job. I really do. But we are in a state of transition right now."

Rogers' remarks reflected those of Juracek and other trustees last week regarding the need for a different direction and a fresh perspective, especially given the ominous rumblings from Springfield.

"We're certainly looking at what requirements the state of Illinois is going to be placing on us, and it's time for new direction," Rogers said.

The village board will be conducting a nationwide search for a new village manager.

In the meantime, Assistant Village Manager David Strahl will continue to serve as acting village manager, a position he has held since Janonis took leave under the Family and Medical Leave Act late last year.
