U.S. should make a deal with Snowden

I’m in agreement with Richard Cohen that the U.S. should make a deal with Edward Snowden. What I’m not understanding is why people don’t use the word “whistleblower” in reference to his behavior.

Isn’t he protected under that right? Did he bring something to our needed attention or did he divulge serious military secrets? I believe the former.
