$900,000 tab too steep, should have been stopped

Perhaps I have missed it but, I've been searching to find where your paper has asked and reported on why Schaumburg village and Schaumburg Park District officials allowed the Flyers' rent and penalties to aggregate to $900,000+ without demand for payment and/or litigation.

A timeline for how this accrued and the attempts, if any, to enforce collection would be helpful.
