Comment sounds like social engineering

Speaker of the House Nancy Pelosi recently suggested that contraception play a key role in the next stimulus package. In her words this will "reduce costs" to the states. I guess she means having fewer people will result in fewer services required by government. But I'm curious about the targets of the contraception. Being the mother of five herself, she can't be referring to the elite, well educated and prosperous movers and shakers of our society. After all, they're the ones we are told who pay 80 percent of our taxes. Perhaps it's the middle class who demand so much and only pay about 20 percent of the income tax. Could it be possible that she is directing this stimulus at the underclass of people, born into poverty and destined to extract far more dollars from society than they replace? If so, then the party that once attempted to build a Great Society and declared war on poverty is moving toward a faster more efficient way to accomplish the same end. It seems to me that this is the kind of social engineering which belongs in a horror film, not in a government of free people.
