Not all should have right to bear bullets

The National Rifle Association is very influential and demands that people have the right to own a gun. In order to accommodate the gun owners and, at the same time, control crime, all bullets should only be sold by police departments.

To purchase bullets, it would be necessary to provide your gun owner permit and either fingerprints or DNA sample. If you are a law-abiding gun owner and not wanted for any crime, you would be permitted to buy bullets. The profits from the sale of the bullets would be used to fight crime.
