Hayes, 26, of the 700 block of Algona Avenue, Elgin, was arrested and charged Wednesday with failure to register as a sex offender within three days after enrolling at Elgin Community College, reports said. Hayes bond was set at 10 percent of $40,000 and he is scheduled to appear in court March 19, reports said.bull; Mattie Jones, 67, of the 700 block of Raymond Street, Elgin, was arrested and charged with trespassing at 6 p.m. Thursday at the Grand Victoria Casino, 250 S.
