Is this how village is spending its money?

A recent article in the Herald by Eric Peterson on how Schaumburg trustees approved a $484,000 facade improvement for the American Indian Center which the village owns and leases to the Trickster Gallery (who are they) for a $1 a year. Why? Recently, the Village decided we needed more taxes. Is it because they are spending our taxes for things like this? I would like to know why they find it necessary to do this?
