A bill that'd make George Washington cry

I saw a photo of Nancy Pelosi, surrounded by other member of Congress, signing the health care bill. On the wall behind them is a painting of George Washington.

It would be great if that photo could be altered to show tears flowing down George Washington's cheeks.
