Hire administrators, but lay off teachers?

Please help me understand what is happening in Elgin Area School District U-46. The school board is laying off teachers again, but hiring more administrators to the tune of $677,520.

U-46 has money to add administrators, but they don’t have money to keep teachers? How does spending that much money for more administrators help the quality of our students’ education, when the U-46 school board is laying off teachers?

Who is going to teach the students? If the school board members used more scrutiny about what cost cutting and spending measures to approve, maybe the taxpayers wouldn’t be so appalled at this latest development.
