Schaumburg's proposed Capital Improvement Plan utilizes grant funding to reduce local costs
The Village of Schaumburg is proposing a $205 million multi-year Capital Improvement Plan. The plan includes $47 million in improvements slated for the next fiscal year that begins May 1.
The Capital Improvement Plan (CIP) is a comprehensive plan that sets the direction and priorities for the village's capital improvement projects and associated funding for the next five years. The CIP is updated annually and represents the village's commitment to sustaining its roadways, infrastructure and community facilities in an appropriate state of repair. The plan is expected to be considered by the village board at its Jan. 11 meeting.
The plan reinforces the village's commitment to improving vital infrastructure with 59 percent of the plan ($120 million) dedicated to roadway improvements and 21 percent of the plan ($42 million) dedicated to water and sewer improvements. More importantly, the village is continuing its efforts to secure a variety of grants to minimize the financial burden on local residents and taxpayers. The five-year program anticipates $53 million in funding from external sources.
In FY 2022/23, the village is planning to spend approximately $10 million on street improvements; $8 million is allocated for residential street repair of which $2 million will go toward reconstruction of those streets in poor condition. The remaining will be used for streets identified in need of repair through the village's Pavement Management Plan. The village will be allocating an additional $1.8 million in state of Illinois funding to reconstruct commercial and industrial streets that are not eligible for federal funding. A preliminary list of streets that will be included in the 2022 street improvement program is available on the village's website at www.schaumburg.com/budget and will be finalized in the spring.
The village continues to seek federal grants on major roadways to reduce the use of local funds. Of the $10 million that is budgeted for FY 2022/23, the village anticipates securing $6.5 million in grants. Significant projects for the upcoming fiscal year include resurfacing of the following streets:
• Bode Road (Barrington to Springinsguth)
• Meacham Road (Higgins to Golf)
• National Parkway (Higgins to Woodfield)
• Springinsguth Road (Bode to Schaumburg)
• Summit Drive (Weathersfield to Schaumburg)
• Weathersfield Way (Braintree to Salem)
"A well-maintained infrastructure is a fundamental component of what makes a good community great," said village President Tom Dailly. "Repairing and revitalizing our roads, sewers and other structures continues to be a priority for the village because these critical systems allow us to provide a high quality of life to those who live and enjoy our community."
The plan allocates $11.4 million for water, storm sewer, sanitary sewer and building improvements.
The village received a grant to reduce the local share of a $1.4 million culvert improvement project on Springinsguth Road to just $200,000. This joint project with the village of Hanover Park will span two fiscal years and will address flooding and reduce erosion near Atcher Park.
The village is proposing to use American Rescue Plan Act (ARPA) funds to work with the Schaumburg Park District to perform dredging, outfall redesign and pond restoration of Gray Farm Marsh, which will address flooding issues in that area. The project will be designed in the next fiscal year with construction anticipated to begin the following year.
The capital plan invests $7.3 million in the 90 North District. Projects include continued construction of 90 North Park, which began in 2021, and design of a multi-purpose street along the west side of 90 North Park from Progress Parkway to Landmark Drive. The street will be designed to function as a roadway and event space. Intersection improvements will also continue at Meacham and Algonquin Roads with the project anticipated to be substantially completed by August 2022.
