Romney’s taxes prompt a question

All the talk about candidate Mitt Romney’s huge income from assets either not taxed or taxed at ridiculously low rates prompts me to ask a question. Why is it that only income from labor is taxed progressively?

Wouldn’t it make sense for dividend and capital gains income to also be taxed progressively?
