State should pay bills before giving grants

Your Jan. 11 edition had an article on the front page regarding Illinois owing over $4 billion for state services.

The same day on page 11 you reported Illinois is going to give Brookfield Zoo $15.6 million for repairs and updates to its buildings. Am I the only one who thinks this is absurd?

I like Brookfield Zoo, and I'm all for job creation, but isn't Illinois giving money to the zoo when it owes so much for services already rendered, a little like me telling my banker he has to wait for the mortgage payment because I'm going to Disney World?

How about spending the $15.6 million to pay some past due bills instead?
