Overspending starts with salt trucks

Why is it that a salt truck goes down the street, followed by three plows, the last two producing sparks on the now snowless street, to clear 2 inches of snow? Then later, in the afternoon, the salt truck comes back to spread salt on the dry pavement? Is that not overkill? Mismanagement, waste, expensive? Or all of the above?

Profligate spending is not confined to Washington and isn’t going to stop anytime soon, as long as it’s with someone else’s money.
