Act of desperation?

I'm getting political flyers in my mailbox that characterizes U.S. House candidate Sean Casten as a puppet of Illinois state politician Michael Madigan. This seems to be like confusing Big 10 football players with the NFL. Casten is running for a U.S. congressional position. Why are Roskam's PACs mixing things up like this? Sounds like a desperate action leading up to the election.
