Appointments made to new Glenview development commissions

Glenview Village President Jim Patterson on Tuesday appointed 14 Glenview residents to staff its two new, consolidated plan commissions, with a little room left for added expertise.

Veteran Plan Commission Chair Steven Bucklin will continue in that role for the New Development Commission, while six-year Appearance Commission chair Mark Demsky will head the village's commission for Development Adjustments. Both of their terms go into effect in July and run through May 2022.

On Feb. 16, the board passed a motion to consolidate its Appearance, Historic Preservation and Plan commissions and the Zoning Board of Appeals into two branches of the Glenview Development Commission, one for New Development and another for Development Adjustments.

The former reviews development and redevelopment proposals; the latter reviews additions and modifications to existing developments and zoning variations for both new and existing single-family residences.

Each of the two commissions takes nine members, all Glenview residents, with a stated requirement to include at least one architect and one landscape architect within each group. The new Development Adjustments appointees currently lack a landscape architect, but have three of the regular variety. All but one of the 14 have current or past experience on Glenview commissions. Terms are staggered for expiration in either May of 2022 or 2024.

Bucklin, presently involved in the controversial Willows Crossing Shopping Center proposal as chair of the Plan Commission, has led that body since 2010, with past experience as a commissioner and also with the Appearance Commission, for 26 years total.

Commissioner Jerry Ciolek (2024) is an architect who has served on the village's Appearance and Plan commissions since 2015. The landscape architect of the group, Glen Tracy (2024), has been on the Appearance Commission since 2015.

At-large commissioners include Michael Burton (2024), Tom Fallon (2022), Megan McClung (2024) and Linda Witt (2022), who has served on the Plan Commission since 1989.

Chairing the Development Adjustments Commission, Demsky is an architect who has served as chair of the Appearance Commission since 2015, with past service as a commissioner since 2008.

Two other architects appointed to Development Adjustments are Gary Jung (2022) and Doug Reynolds (2022). Each will make the transition from service on the Appearance Commission.

At-large commissioners include Sam Friedman (2022), Ron Greco (2022), Greg McWilliams (2024) and Harry Perl (2022). Greco has been on the Zoning Board of Appeals since 1997.

There is room for two more appointees for each commission. In addition to the dozen resumes Patterson still has in hand, it's hoped more publicity will land applicants with the desired skill sets.

"Yes, this can change, but this is how we're starting out as far as just trying to make sure that we have the framework for what we're trying to accomplish as far as July 7 so that these things can move forward," Patterson said.

The goal remains to retain a landscape architect for Development Adjustments. Village trustee Mary Cooper also hoped a woman could be found for that commission.

"Ideally," Patterson said, "a woman landscape architect."
