Where's the change we heard about?

President-elect Obama resigned his senate post because he did not feel he could serve the state while in the transition. His Chief of Staff, Rahm Emanuel, however did not resign and continues to receive his pay even though he clearly is not representing his district. Will he wait until the very end before resigning and therefore making it more difficult for someone to campaign for his old job? Will it will end up with the Chicago machine essentially being able to name his replacement? Business as usual. Where is the change we heard about from the Democrats for the past two years?
