Why does 'trickle up' work for some?

Maybe we all should get from the government what ever Tom Teune (Sept. 5 Fence Post) is smoking, then the idea of government expansion and taxing our great grandchildren for today's largesse will seem like a good idea.

Why does trickle up always work for these guys and the old, tired "give the people their money back" doesn't?
