Are seniors overpaying property taxes?

Why does a senior citizen, after receiving a property-tax freeze, have to prove that he or she is qualified each year. Also, some people receive reminders in the mail and others do not. Why? How many seniors are overpaying on their DuPage County real estate tax because of this glitch?
