Why hire someone else to do your job?

DuPage County Forest Preserve President Dewey Pierotti said he is going to hire a company to negotiate a settlement with the insurance company for the fire at the Oak Meadows Golf Course. Why do our elected officials always seem to have to hire somebody to do their jobs? If Mr. Pierotti, who has been on the board forever, and his other board members cannot handle their own negotiations then it's time they quit.
