A deal to pay for those not paying?

I'm just wondering if mandatory health insurance will be anything like mandatory car insurance? If so, why is it recommended that I carry uninsured motorist insurance for my car if everyone is required to carry car insurance?

Looks like another government policy that will never be enforced that will require some to pay more to cover those who do not pay.
