Mount Prospect mulling forcible annexations south of village border
Mount Prospect’s southward expansion could soon resume, as village officials consider plans to forcibly annex 36 properties on nearly 24 acres in unincorporated Elk Grove Township.
Village trustees will discuss the proposal at a committee-of-the-whole session June 11, at the Mount Prospect Park District’s RecPlex, 420 W. Dempster St. Adoption of the ordinance is expected June 18.
The properties are located on Hamilton Road, Oakton Street, Elizabeth Drive and Landmeier Road and would be zoned as a limited industrial district if annexed.
Village Finance Director Amit Thakkar told trustees Tuesday that the annexations would be the latest in a process that began around 2017 and has included the addition of the former United Airlines headquarters now being redeveloped as a data center.
The process has been delayed recently by negotiations over the fate of the Elk Grove Rural Fire Protection District. State legislators passed a bill this year that will dissolve the district in July.
The average tax bill for the properties is more than $31,000. That will go up to about $36,000, since the village, the Mount Prospect Public Library and the special service area to provide fire and emergency medical services will be added to the bill.
The Elk Grove Rural Fire Protection District will disappear from the tax bill.
Thakkar said the village plans to install a water main and hydrants along Oakton Street near the proposed annexation site. That will allow those parcels access to Lake Michigan water and improve firefighting efforts.
In related business, the board authorized Village Manager Michael Cassady to hire consultant SB Friedman Development Advisors at a cost not to exceed $49,000 to conduct a study to determine whether the South Mount Prospect Tax Increment Financing district can be expanded.
The expansion would include the sites being targeted for annexation and two other areas, officials said. The TIF area currently encompasses an area from Dempster Street on the north, Busse Avenue on the west, Oakton Street on the south and Elmhurst Road on the east.
