Man charged with home repair fraud

A man has been charged with aggravated home repair fraud, accused of charging an elderly Wheaton resident four times the market rate for blacktopping a driveway.

Richard L. Frank, 45, of the 5100 block of West School Street in Chicago, was released from jail on Monday after appearing in first-appearance court.

He is charged with aggravated home repair fraud ‒ victim over 60 ‒ unconscionable agreement ‒ more than $5,000, and home repair fraud, according to DuPage County court records.

The charges were filed in September 2021.

According to the charges, on June 8, 2021, an 84-year-old Wheaton resident agreed to have Frank to blacktop his driveway.

Frank charged the victim $8,000, which, according to the charges, was more than four times the market rate for such a job. The price difference was unreasonable, according to the charges.
