GLENVIEw IN BRIEF

There's an update in the ongoing matter between a group of residents and the Village of Glenview regarding the mixed-use project at 1850 Glenview Road site of the former Bess Hardware building.

On Nov. 16, the Law Offices of William J. Seitz, LLC, representing Station Place Townhouse Condominium Association, Prairie Street Townhomes Condominium Association and five individuals, filed an emergency motion for a temporary restraining order and preliminary injunction.

Plaintiffs filed the order in response to the village authorizing a bid award to demolish the property, with a completion for the work scheduled for December. They hope to preserve the status quo, or to keep the building intact, until the court rules on a previously filed complaint, which is expected Feb. 4.

The Circuit Court of Cook County will hear this latest proceeding at 10 a.m. Nov. 23.

Toy donations needed

Collection boxes for Toys for Tots will be set up at Glenview fire stations at 3507 Glenview Road, 1901 Landwehr Road, 831 E. Lake Ave., 2250 Patriot Blvd., and 1215 Waukegan Road, plus at the village hall lobby, 25000 E. Lake Ave.

These stops are accepting new, unwrapped toys through mid-December for distribution by the U.S. Marine Corps Reserves as gifts to less-fortunate children in the community.

Youth Services also has a holiday gift program for underserved families in the area, but here, time is of the essence. A commitment to sponsor a child is Friday, Nov. 20. Visit ysgn.org/holiday-gift to enroll in this program.

Speaking of Youth Services of Glenview/Northbrook, it's working with the Salvation Army and Walmart to sponsor a virtual "Angel Tree." This program helps provide toys and clothing to 100 children younger than age 18 each year.

Holiday lights disposal

Glenview residents can drop off unwanted holiday lights for recycling through Feb. 28 in the marked receptacle in front of the Public Works Department at the corner of E. Lake Avenue and Shermer Road.

String lights and extension cords are accepted; garlands, wreaths, live greens or nonrecylable materials are not. Call Public Works with questions at (847) 657-3030.

District 30 tax levy

The Northbrook/Glenview School District 30 Board recently approved its 2020 estimated tax levy. It was approved for $25.7 million for capped funds and $3.4 million for noncapped funds. The board will finalize it after a public hearing and presentation at its Dec. 8 meeting.

The 2020 tax extension is, at this point, assumed to be 3% higher than in 2019. The annual levy is a combination of the consumer price index, which is 2.3%, and new growth or construction not previously on local tax roles. That figure is 0.7%, though the final figure will be determined in the spring.

Safe Thanksgiving

Given the coronavirus pandemic, the Village of Glenview cautions residents to plan safe Thanksgiving celebrations. It notes social gatherings are a key source of residents contracting the COVID-19 virus.

The village points to a pair of resources for people to see the latest guidance on safe celebrations: the Illinois.gov website's "Healthy Holidays to You" page; and the Centers for Disease Control and Prevention's "Celebrating Thanksgiving" page under its coronavirus disease information.

Preliminary approval

The Glenview Village Board made preliminary approval of the 2020 property tax levy ordinance during its meeting of Nov. 17.

The ordinance calls for an extended levy of $12,757, 014, representing a 0.73% increase, or $92,312, over the village's final 2019 extended levy.

As Glenview Finance Director Maggie Bosley explained in a prior meeting's discussion over the levy, the 2020 levy is basically flat as it takes into account equalized assessed value of new construction and newly annexed property for the 2019 tax year.

The board also preliminarily approved 2020 property tax abatement ordinances of $7,589,983, about 94% related to The Glen redevelopment.

Each year the board adopts tax abatement ordinances to reduce the amount of property taxes levied for bond issues. Abatements are possible because monies are available from other sources, including the Glen Tax Increment Financing District Fund.

Going green

The Village Board on Nov. 17 adopted the Metropolitan Mayors' Caucus Greenest Region Compact, which addresses collaborate goals toward sustainability in metropolitan Chicago.

Municipalities join the Greenest Region Compact by resolution and then work to achieve its goals in their community and in collaboration with other municipalities across the region.

Adding Glenview now makes 133 communities that have adopted the Greenest Region Compact to improve quality of life for more than 6 million residents. It's the largest regional sustainability collaborate for municipalities in the country.

Parking discounts

It was a busy night for the Glenview Village Board. On Nov. 17 it also weighed in on fees to use commuter parking lots.

Because fewer commuters are using the lots during the COVID-19 pandemic, the village will offer discounts on commuter parking for 2021.

It's establishing a 50% discount for resident and nonresident permits. That means the cost of a resident semiannual permit would be set at $75, and $100 for nonresidents. Monthly permits would be set at $12.50 for resident, $16.75 for nonresidents. Motorcyclists who are residents will pay $4.25 for a monthly commuter parking permit; for nonresidents it's $5.75.

There would be no change to the $2 daily feel.

Final approval of the commuter parking discounts is scheduled for the board's Dec. 8 meeting.
