Define 'contrived'

If the SCOTUS is so worried about the "political intent" of a government agency, can you tell me why they say nothing about the house IRS Oversight Committee's demand that only President Donald Trump's taxes be reviewed to determine if the IRS audit procedure was properly followed? Are they suggesting that multimillionaires Nancy Pelosi, Chuck Schumer, George Soros, Bill and Hillary Clinton and their foundation, the Koch brothers, etc., aren't high-profile people with government connections that might have a financial conflict of interest with their government duties?
