Crossing the line on coordination
Under American election laws, political action committees (PACs) formed to support an individual candidate cannot coordinate their efforts with those of that candidate's campaign. That line has been frequently crossed. In the instance of Russian interference in the 2016 presidential election in support of President Trump's candidacy, that line was also clearly crossed as shown by indictments and convictions of Trump campaign operatives.
President Trump himself perhaps could not be indicted given the evidence available to Mueller or under current American law, but I find it impossible to believe that he was not personally cognizant of and supportive in the blatant involvement of his campaign with Russians who wanted him to win.
