Define 'hate crime'

I watched the video taken in the Cook County Forest Preserve with disgust. No human should have to put up with such a display. But, I also wondered about the Florida attorney general who was accosted in a theater and the Trump staffers who were harangued in restaurants and at their homes. The only difference is that they are Anglos. It seems that those are "hate crimes" too. Or is there any such thing called a hate crime?
