Is Pritzker paying his fair share?

The latest Pritzker for Governor commercial features the billionaire and several of his minions touting JB's plan to implement a progressive income tax so the rich "pay their fair share." That begs the question, Mr. Pritzker, when a billionaire turns off the water in the bathrooms of his $1.6 million mansion and then declares it "uninhabitable" to avoid paying tens of thousands of dollars in property taxes, how does this constitute the rich paying their fair share?
