Carmine's, Truluck's restaurants planned for Rosemont Pearl District

Two restaurants - a Chicago Italian eatery and a Texas-based seafood house - will open locations next year within Rosemont's new mixed-use complex, village officials said Wednesday.

Carmine's, operated by Rosebud Restaurants founder Alex Dana, will be in a single-story, 12,000-square-foot building on the east side of The Pearl District, the 16-acre development now under construction south of Balmoral Avenue and west of the Tri-State Tollway. It's the first suburban location for the restaurant, which opened in 1994 on Chicago's Rush Street, and boasts Italian American fare, steaks, chops and seafood.

The other restaurant is Truluck's Seafood Steak & Crab House, which has 11 locations in Texas, Florida and California and is opening its first in Illinois. That restaurant will be located in a separate two-story building of some 12,000 to 14,000 square feet. Mayor Brad Stephens met with restaurant representatives Wednesday to finalize details.

Braden Real Estate, which is getting village land within the Pearl development, is negotiating lease deals with both restaurants.

Officials initially announced in 2015 that one of the restaurants would be Buddy V's Ristorante, a creation of reality TV star Buddy Valastro, but negotiations fell through.

The mixed-use development will also include The Rose, a five-story, 165-room boutique hotel, which Stephens announced Wednesday would be under the Hilton brand. The hotel, to be developed by Deerfield-based Janko Group, was to be independent until competition increased when Chicago Mayor Rahm Emanuel announced plans last June for two new hotels at O'Hare International Airport, Stephens said.

On Wednesday, Rosemont's village board agreed to give Janko $3 million in tax increment financing district funds to help pay for construction financing costs. Rosemont set up the TIF a year ago, where property tax money above a certain point is set aside for redevelopment rather than for local governments.

The Pearl District will also include a 40,000-square-foot Dave & Buster's, and a 20,000-square-foot office building. The single office user for that building is expected to be named within the week, Stephens said.

A four-level, village-owned parking garage is also planned.

Degen and Rosato Construction, Northern Builders, and Orange Crush have contracts for building construction, roadways, parking lots and other infrastructure. The entire development is expected to cost more than $80 million to build. It is scheduled for completion in the spring or summer of 2018.
