Just another state back-door deal?

I see that state senators Radogno and Fullerton may or may not have negotiated a state budget.

I get the feeling that these were the only two people involved and done behind closed doors.

I would like to know how my representatives and all the other "back benchers" were involved or are they told to just go along with the "leadership"?
