Why blame customer in water meter mess?

I just read your report about water meter discrepancies in Lisle. This is and has obviously been a known problem for a long time.

Instead of fixing the problem, the water people just assume the worst reading is the correct one and proceed to charge a homeowner accordingly - blaming the user for not identifying the meter error earlier.

What kind of outfit are they running over there?
