Just before Rauner inaugural, Quinn signing bills

Even as Gov. Bruce Rauner's inauguration celebration was beginning, departing Gov. Pat Quinn was announcing action on bills and clemency petitions.

In his final moments in office Monday morning, Quinn signed at least four bills, his staff said in emailed announcements that arrived as late as 12:10 p.m., just as Rauner was about to begin his speech.

He also granted 43 and denied 119 clemency petitions. including granting a final pardon.

Among the bills is one creating statewide regulations for ride-sharing services that include minimum insurance requirements, driver background checks and safety provisions.
